50 KB is about as small as a PDF gets while staying readable, and it is the hardest of the common limits to hit. Extreme compression is pre-selected here because anything gentler will usually miss the target.
One or two pages of scanned text, realistically. A single photograph rarely compresses this far without becoming unpleasant to look at, and a ten-page scan almost never will. If your document is mostly text that was typed rather than scanned, you have a much easier time — text-only PDFs are often already under 50 KB before you compress anything.
Split the document with Split PDF and submit it as parts, or drop pages you do not need with Remove Pages. A slightly larger target is often accepted in practice — try 100 KB and check whether the form really rejects it.
For scanned pages, usually not beyond two or three. For text-based PDFs it is very achievable. The result screen shows the exact size so you know immediately.
Text stays legible because it is the images that get compressed. Photographs and detailed graphics are what visibly degrade at this level.
